Technology: This product consists of three –tier scalable state of the art technology using Open Source architecture on a J2EE Platform. Data interface between various tiers will be realized using XML Schemas. This will make the application soft wired to data making it easily scalable to euppourt various data types and structures. Use of standard J2EE components, EJB for business functionalities, JDBC for database connectivity that can talk to any standard RDBMS database , Java mail for generic emailing activities, JMS for messaging and JNDI for hierarchy model.

DESIGN

• Flexible design with user defined tables. Most of the setup tables are defined by users (no hard coding) and can be changed with immediate effect.
• Templates drive most of the entry screens. Extensive copy/paste actions are provided on most data entry screens. This will ease data entry and maintenance operations. Canned templates for different kinds of works are provided along with the product.
• Extensive search options to quickly hone in on the area users want to work on. Search by work, dates and status are provided.
• GL interface is defined such that GL numbers can be changed on the fly and will take into effect immediately.

The schedule of rates are prepared by the Department officials of each Division /Department duly considering the input data such as labour, material and machinery costs and other parameters. There will be common option of creating a Integrated Schedule of Rates Generation Systems, a common item based schedule of rates thorough out the Department/ Divisions to bring about standardization and comparability. The schedule of rates consists of the rates for different items of works under various work groups. Each work group will have a set of standard specifications along with rate per unit and the Coefficients of these specifications. The e-Estimate helps in the preparation of the detailed schedule of rates based on the input of labour cost, material cost, machinery cost etc., other statutory taxes and the contract profit etc.

e-Estimate Software having an option to maintain Lead rates – Materials wise and division wise, percentage of Adhoc charges, Percentage of Area Weightage through which the final cost of the specification could be arrived for a estimate. The e-Estimate will calculate Lead charges of coefficients by just giving the distance from the quarry source. The Adhoc charges and Area Weightage charges will be added automatically to the basic rate of the specification. There will a provision to enter the issue Rate of materials like cement, Asphalt, steel from which the difference in the material cost is arrived. These Lead charges Difference in material cost, Adhoc charges and Area Weightage are added to the basic of specification to get the final rate of the specification.

Cost Fixation

• Setup cost for any time period. Allow auto carryover of rates from previous periods to the current period.
• Define rates for various items like material, labour, equipments etc..These rates can be directly derived based on various departments like PWD, WRD, etc.., (Schedule of rates).
• Specify material Lead Rates for various material groups for components like conveyance (by distance), loading and unloading, incidental and miscellaneous charges.
• Define flexible head rates for hilly regions.
• Provision for Head load and Lift Charges
• Provision for extra addition to the basic rates for specific Areas like Hills, Dam Construction, any other hazardous area.
• Generate standard lead rates assuming standard distance from the quarry.

Specs Definition

• Setup specs with flexible unit of measure including multiplication factor.

Work Abstracts

• Flexible setup of works with built in component and subcomponent levels. Set of commonly used templates will be provided with option of different sub works in one main work.
• Easy import of various specs to allow quick definition of work abstract. Allow import of previous work abstracts.
• Setup of work details at various levels with L X B X D definitions. This will auto calculate quantity required to execute the work at component/subcomponent levels.
• Geometrical formulae are given for different shapes.
• Adhoc creation of specs and associated work details.

Design

• Each module is endowed with rich set of reports. Each report comes with a set of selection rules with various sort options so that various levels of reports like management summary, detail reports can easily be generated.
• Facility to generate Cost Reports (Materials, Labour, Work), Data Reports and all reports regarding Work Estimate , Tendering process, Billing, Comparison sheet and also deposit release reports ,Tender Analysis, etc.
• Generation of Rate Analysis report showing details about the specification with the lead details and Final rate of the specification.
• Reports are immediately generated after the Approval at all stages within the prescribed format.
• Option of downloading reports to Excel is also provided.
